LAW PASSED 100 % MAP VOTES REQUIRED FOR MAP CHANGE

I propose that a ---80% vote in favor of a map change must be done before any admin can force the map change. This may not apply when all players are clanmembers and can be agreed upon, but even in this case it should be the rule of thumb.
