You can mute them. If they start then to radio-spam, kick them. If they come back and continue then ban them.
But if it's hard discrimination you can warn them once to stop and then ban for about 5 minutes.

For cheat calling is also a rule. It says, that it's forbidden and that you must go spec, demo and send it to the forums.
If they don't want to stop, then force them into spectator. If they come back and continue then you can mute them. If they reconnect and still don't stop, then kick them.
