When did you get a Windows PC?

OK here is what I think MIGHT solve your problem
Virus check, some do this to PCs
System restore, should fix a reg problem that is causing the error(If one is)
Now if these don't work crack out the windows CD. Its a machine read error "stop error" if my book on error codes is correct (win 98 but codes should are the same almost all of the time). Now the cause is hard to say, windows runs so we can rule out hardware error, it happens on several programs so its not a corrupted file there, which leaves us with windows its self or at least a non-crucial part of it. Run win in safe mode see if programs work, it might not be windows (graphics drivers, sound drivers, ETC) It it still doesn't work, put the CD in and choose repair, if it doesn't work after that... fresh install

Get a high pressured air can. They make them specifically for cleaning the inside of computers, and other household appliances.
