god yeah it is... but i couldnt connect to HoH... so i tried L2Inc...
tbh L2 highrate servers are ghey. i wonder why there isnt a decent midrate around.

All right i found the sweet spot. this server is new and small but max enchant is +16 yay i wont get 1 hit.
