The CELTS do NOT give out credits any time other than payday. Never in the past, and never in the future will the CELTS give creds to anyone that asks for them.

I believe that this is one of the most basic of rules that has been a major factor in the success of the CELTS. This criteria forces a CELT to be responsible for their own actions as far as personal budgeting is concerned. And I believe this weeds out "undesirable" people from the ranks of the CELTS.
