The cod 4 servers had potential, but the main person responsible for managing the servers disappeared without notice. Those who are in charge now are detached from the scene and don't seem to be interested. B3 hasn't worked for a couple of months, and there is no way to moderate the cod 4 servers, and hackers are regular.
