I was on the rush server earlier, attacker side on the map that starts with boats on the left and a helo on the right and you move forward into a shante like town (I forget the name of the map). A player by the name of Tom-A-Bomb was sniping people as they spawned on the attackers side, he got me a few times when I spawned and just stood there. I told him I was pretty sure spawn camping was against the server rules but he said he was ok since he was at his base and not in ours killing. Hes response was something of Im not going to sit here and let snipers get me, I am going to shoot (chat filter caught this word) outta you. I just wanted a clarification as to what spawn/base camping was to know if I should have jumped in vent and let an admin know.

You should have been on vent to begin with. All recruits are required to be on vent.
As far as your question: if he's in his base, he's not camping. Next time try using smoke.

This would be an enforcement nightmare. The game spawns players in different areas of the base. If you can't get smoke out, hope your team mates can.
In Rush. players spawn throughout the base. They can also spawn on squad mates.
I'm not going to add another rule to the server. But admins have the option to kill any player who's ruining the game for others. schmo_samgee should have been on vent, problem would have been solved immediately.
