All SWBF1 Chicago servers are hosted on our Gamespy replacement service called SWBFSpy. I manage the servers and reboot them every weekend at minimum, usually at least 3 times a week. If you use SWBFSpy, our servers should show up in the game lobby. We had over 30 players on the other night! We are the most active SWBF modding forum on the internet. Epic mod maps (especially those of Phobos) posted here can be downloaded easily. We are the SWBF community and I am the website owner. Post links to anything you have trouble downloading and we will try to fix it.
