1. We do not build in features to allow people to exploit the 1 week delay.
2. We would only change it manually in this type of case if it was actually hosted in Romania, because it is our policy that location flags represent the physical hosting location (or a location nearby). And no, we do not give people special treatment and allow them to exploit this either.

I will remind you one more time - I am sorry if it is still difficult for you to understand: changing the location flag listed on GameTracker does NOT change the physical location of where the server is hosted. The problem you were attempting to solve - to change the location flag on GameTracker so your friends no longer automagically get lag - cannot be solved here. You need to host closer to them if you do not want them to lag.
