Can't add CS:S server even though it on. I can find it in hlsw 123.200.4.186:27015. Daily players are playing in it. Then why can;t i add it ?

I am not able to scan this server on HLSW, so I am assuming that the only reason you are able to scan the server is if you are running the server on your local computer or network. Please consider checking that any firewall software is open on the port.

The server is on. And it is not my local server. I don't know why you couldn't find it.
See the following image.  Windows firewall is turned off. No other Firewall software are used. So, what can I do add it in GT ?

Then i have to assume that the provider or internet service provider is one of those that blocks all foreign traffic. Unfortunately that is not something we have control over, but you could try contacting them to see if they can fix it.
