My server is online and it is set in dedicated mode. Players are able to connect online. It's even visible in HLSW. However GT says the server is off when I try to add it.

I am not able to scan this server, please scan it from a computer outside the network of the server in order to properly test it. Please look into firewall settings to make sure that the appropriate ports are opened and GT can query it.
