i added server in gametracker and am registred in NO-IP
the problem now is:
1-the server in gametracker DEAD (offline))!!
2-the server in game cs 1.6 ONLINE !!:'(:'(:T:T
3-and i could not scan my server!!?
how to add server not dead

Is this hosted by a server provider? You would be best off contacting them to get the firewall set up properly. Else, you need to make sure to open the TCP/UDP port for your server and if you use a router, portforward in there if necessary.

If that is your port, then yes you would portforward that port. Please consult the documentation with whichever router you may be using to learn how to do this.

If you need help go to here and click your router click counter strike and do the walkthrough. Make sure you have a static ip or it won't work. (to get static ip go here. And one final thing, this happens to me do I'm saying this from experience. Check to see if your ip address has changed (go here because if it changed you have to make a whle new server with your new ip)

One option would be to set up a DNS address. Once you claim a server, you can set it for the page and GT will update the IP of the paged based on what the IP the DNS resolves to.
