Is it possible to block someone from posting on our clan page? They keep harassing our members.

Yes, you can block users from posting in your clan page forums. Please visit the forum page page, eg http://www.gametracker.com/clan/devilsreject/forum.php, and look in the bottom right corner of the category listing.

Also if some user post illegal stuffs like porn, warez, spam messages report it to us and his account will be closed.
