It is online and running in HLDS but shows dead in GameTracker.
This is a new server and i played only yesterday and today, it shows dead.

HLDS console message on starting server :

couldn't exec banned_user.cfg
couldn't exec banned_ip.cfg

Im not sure if the above message is a problem because i have freshly started this server.
I have a dynamic ip if that helps.

Looks like you were able to resolve the issue as it is showing online.

With a dynamic IP, you will have to re-add it each time it changes.
