We have thought of the idea of buying your $9.95 server package for 16 slots of cod 4 server. My question is will zombies count as using slots and will I be able to use a cracked launcher for the game? We own the game but don't like to discriminate against the less fortunate that can't buy or have lost cd keys and don't want to re-buy the game.
Would that package work for us or would we need to rent an actually server box?

Any players connected to your server will count as using slots.

Since is illegal to host cracked servers, it will never be allowed to host such servers on GT platforms.

Zombies - depends, I'm sure. You'd have to look into the mod(s) in more detail on their websites or find test servers running it. I know when I had a ROTU COD4 Zombies server, the mod author had designed them as taking up a player slot.
