Is it possible to change my username to already taken one, which is empty and seems not active at all?
It wasn't registered by me though. But since it isn't used it will be great to pick it up.
If some fee is needed i don't mind.

At the current time, there is no way to reassign a username unless the other user renames his or her account or closes the account.
