How the game tracker counts the average players on the server ? It shows the Average (past month) but rather than having past month players it changes every day !

Yes, the average would shift on a daily basis since 30 days ago before today would be one day before 30 days ago before tomorrow.

It is dependent to a degree on the frequency and timing of server scans which can be highly variable dependent on a number of factors such as server load, internet network load and server response times.

So in short: no we can't.

The reported averages for a server are calculated daily as indicated by the original poster.
