You should set the flag to the county the server is hosted in. So, no every server on the site would not need to set the flag to a European country.
However, since there are some cases it may be necessary to use a different location, you are allowed to use a flag of a country nearby.

Not all, as you are aware. Just put it at the actual location and you should be good to go.
