I add all perm, add GT ip's to whitelist, unlock all ports and my server is down, why?

GT does not seem to be able to get through the port on the firewall.

5.133.13.111:10011 port is open read agin my text!

It seems that now you may have managed to get the port open, but GT is still unable to reach it. I would recommend verifying that all of the GT IPs are in and that they are the correct ones:
208.167.241.190 208.167.241.185 208.167.241.186 108.61.78.147 108.61.78.148 108.61.78.149 108.61.78.150 You may also want to check any IP ban list to ensure that's not overriding anything.

All your permissions seem ok. If you've confirmed that the GT IPs are not blocked in any server firewall, router, and TS3 whitelist, I am afraid I cannot come up with any other suggestions. I would recommend you contact your provider for further assistance.
