I have switched from ___ to ___. I have also moved all the player stats over. Is it possible to move the server ranking over as well?

What you'd need to do to do that is to setup DNS on the old server page, put stats back on that page, then change the IP of the DNS to the new one and wait for GT to update it to the new one.
The only way to change the IP of a page is through the DNS feature, though you'd also need to use the same join port to get that to work. Regardless, since rank only looks at week of data, you'll get back up there quickly (if it is just as popular) either way.
