You can google "What is my IP" to see if your IP has changed, to determine if it is dynamic or static.

If you are hosting it locally, you may need to portforward in your router as well.
I am retired from GameTracker after 11 years and will not be responsive for support requests.

Sounds good.

Where you able to portforward in your router?

your ISP routers may be blocking your internet connection from hosting your own servers. you are getting an ip address within private range(ex:192.168.1.1). these private ips cannot be accessed by anyone outside your network range because it is private. sometimes you may be able to connect some players within the same ISP network if they are also within the same private ip range(ex:192.168.x.x like a LAN match server). you can still view your public ip in google search, but it can be only used for very limited purposes like web browsing.
port forwarding won't help you until you get a public ip address from your ISP. contact your ISP for more information about this.
