I bought a Counter-Strike 1.6 server and in GameTracker Stats doesn't refresh, need manual refresh.

You will need to unblock whichever of the scanner IPs are blocked. The Update Parameters button scans from the web server, which is likely not blocked, but then fails when the normal scanners try to reach it.
