Either the port is blocked or the server is not running on the specified ports. If you're hosting from home, you may also need to portfoward in your router.

If your server version is pre-July 1, then update you server.

nope, i am hosting on my OVH server on a windows VM and all ports are open, and arma server is 1.30 from 05/10/2014 final version, i have a lot of servers for example minecraft or counter strike source whith no problem on the same server ... its for what i don't understand... is steam must be open and works actively?

Ok then, you will more than likely need to follow one of my previous suggestions to update your server. Please update to a patch post-July 1 or the most recent version (something that fixes the gamespy shutdown issues).
