If some person has already claimed the server, you can re-claim the server in the same process as if they had not claimed it.

Locate the (claim server) link on the server page. On the following page, locate the Claim Ownership button. If you do not know how to claim the server, click the (?) near the claim button.

Since COD4 does not require any configuration to enable querying, this is typically a firewall problem. Please check your firewall and update it so the respective port allows traffic by the scanner.
