I'm from India. We are running CS Game Hosting. Noawadays we are facing DDOS attacks due to the international routing enabled. If we turn off the international routing then server will disapear from gt list. Not only Indian hosting there are many hosting facing the same issue. So instead of tracking the server from GT scanners,
What we can do :

1> Install plugin on the server which will send players data every 2 minute. like score, death, played time.
2> Plugin will use SQL so the data will be inserted to GT data base.

Nawadays almost every server usinn AMX MODX so this plugin can be used for those who are facing high ddos attacks. This is optional.

It is very, very unlikely GameTracker would provide public database access for servers to manipulate their stats and ranking.

Your only option would be to come up with a better way to fend of DDOS attacks, or allow access from GT's IPs:
