In order to get a mumble server to scan, you need the following:

1. Install the GT Murmur plugin http://www.gametracker.com/downloads/gtmurmurplugin.php

2. Configure your firewall to allow traffic on the query port you specify.

The documentation included with the download does a decent job of telling you what needs to be done.
