The first thing we suggest is to try to contact the user through various means, such as by PMing the GT account, emailing them Facebook, PM on your website, etc. The user can transfer ownership on the "Edit Members" page.

If this doesn't get you what you want, please post a link to the team's website that shows the inactivity, demotion, etc. and have existing members of the clan page post here to verify the GT username you wish to transfer it to. The team can only be transferred to someone currently on the team.

If the existing clan page members are not willing to verify it should be transferred to you (and not someone else), I'm afraid we won't be able to assist.
