Why is my server ignoring its configuration?

I purchased the GT Gold Premium plan today in order to give players in the United States a better experience on our servers (we have a dedicated server hosting TF2, CS:Source, & Minecraft servers located in Germany).

However I haven't been able to use the server yet as it keeps ignoring any configuration I give it.
Changes that were ignored:
- Changed server name;
- Installing SourceMod & MetaMod;
- Gravity;
- MOTD

The configuration is saved (as I can see it via FTP), but the server simply ignores it.

I'm using the default commandline with the map & Alltalk enabled (that's another change that the server ignores), and I even terminated the server & claimed a replacement and even that hasn't fixed it.

Why is this happening?
I've already submitted a support ticket, but I'm wondering if any of you have any pointers on this issue?

You would need to restart the server to get config changes to take effect.

Please keep in mind that, because GT Premium servers are self-managed, support will not be able to assist with customization of the server. But if there are technical issues with the service, then definitely contact them.
I am retired from GameTracker after 11 years and will not be responsive for support requests.

Tried restarting it, but it seems that it's refusing to restart or even stop.
