You've not specified your query port, but it's probably safe to say you are missing one or more of the query permissions.

Sorry, I know this will not seem very helpful but; you must keep in mind that with 13000+ TS3 servers currently registered and scanning, including 3 on the same IP as yours, the issue must almost certainly be at your end.
No doubt burn will continue to assist if he can, he is very good at this type of thing, but you need to be looking at your server and configuration. I am a community user. Per the guideline listed above, Channel Subscribe Power should be set too. You've not done that.
