95.173.172.8:27015 Shows offline because you are blocking traffic on port 27015 right now. Please undo the change to your firewall that started blocking that port, or whitelist the scanner IPs.

I am retired from GameTracker after 11 years and will not be responsive for support requests.

If it is not possible to open the port or allow the IPs to reach your server, nothing can be done.
