Server rank is the popularity of your server vs other servers. If you want your server's rank to go up faster, you need more activity on your server. It doesn't move up just because you think you deserve a better position.

Im not expert to tell you what rank i deserve , you know but i want to ask you what happen if frozen refresh server for 40 minutes or 1 hours 2 and for example at the moment it has been the server 22/32 and stay 3 hours or 30 -40 min 22/32 in gamepanel change 32/32 but could this be a reason ?

If your server is down, that will generally lower your rank, yes.
