I've seen a post that says the flag can only be changed once/14 days.
But it's not conclusive on where to find that feature:

I can't find how to change the server IP - so that the server ranking will be the same at #1.

I have 1 server setup and claimed. I just got a new IP on a new server machine and want to switch to that one, so that it will be the only server for ranking.

How do I accomplish this in gametracker control panel?

Must I use the DNS feature?

Or is there somewhere I can just change the IP (as in the flag they talk about at the post I mentioned above)?

You can change the location flag on the "manage" page. Example, where it says Change Location:

http://www.gametracker.com/server_info/173.199.87.223:27015/manage/

To prevent abuse, you can only change the visible location flag once every 14 days.

To your second question, there is no feature to directly change the IP of a page. The only way to change the IP of a page is to make use of the DNS feature. These are your options if you want to move stats to another page:
