HLSW can't find that IP:port combination (199.0.203.103:2303) - it found others of yours (199.0.203.103:2300 for example).
Perhaps starting that server would help? If it is started, then I would check and confirm ports and any other server config for issues I am a community user. Do you have any other things using that port?
Have you tried a re-install to see if it works prior to you adding customization, mods, etc?

You don't need an account to use it - just use the 'Offline' button/mode. If HLSW can't see it, it pretty safe to assume Gametracker won't either. I am a community user.
