See: My server will not add or shows as down, what should I do? And: CS:GO Server Query Configuration Settings Your server is also not being scanned by HLSW. However other CSGO servers are being scanned fine. All of which indicates failure at your end or with your host service or network/firewall etc. I am a community user.
