I switched to a server with a new ip address and wrote my domain address on my server with gametracker and updated dns, but my server's page did not open.

ts3.fr currently resolves to 95.214.180.218
There is no active game server at that IP address. Additionally, ICMP echo (ping) is either being denied or the host server is down. I am a community user. can you check again it is currently connected to a different server and the ip address has not been renewed

The link you supplied above is working.
If you are using dns, every time the IP address changes the dns must refresh and this can take several hours. A change to the dns / IP mapping must propagate to dns master servers each time.
