When virtually every other server of that game type and in that location is being scanned successfully you must logically conclude that the problem originates with either your server or your server host or their network.
If you are certain there are no issues with the server settings then I suggest that you contact the server host for help. There do appear to be issues with a number of servers on that IP address, but not all. There are currently no issues with Gametracker scanning servers. I am a community user.
