Are you serious? Does anyone even bother to read the ranking guidelines that are posted in multiple places on the forums/site, including the first post of this thread? Review these links.

There are no "allowed" boosting sites or services. ANY use of boosting services is strictly prohibited. It has been this way for some time.

The fact that you've straight up admitted to utilizing boosting services is the reason your server will remain de-ranked for the time being. And yes, other top servers will be reviewed in depth as well, and appropriate actions will be taken.
