If the total time online is less than 30 days it will display 0.
If the average players is below 1 it will show 0.

30 day x 24 hours = 720 hours
This means there must have been approximately 720 hours with at least one player on the server or 360 hours with two players etc.

As the server does not have a page owner, the total player times cannot be established.

the server has been up for years. 30 days in historical shows at least 1 on for each of the days. the same for last month.

12 hours no one on the server.
720 hours of player time for the month required to see a one player average.

Claim the server page so we can see what the actual player hours are.
Other ut2k4 servers show average players so there is no other reason (so far) that yours shouldn't except for lack of player hours.

ETA
As an example, if two players play for two hours each day that is 120 hours. That is far short of the 720 hours required to show a one player average.
It's an average over the entire 24 hours each day for a month (30-31 days).

yet 74.91.123.90:7777 is unclaimed and shows no server manager.
