Your server is not reporting any players, unfortunately. Due to that, GameTracker won't be able to indicate any are online.
You may want to examine any mods/plugins you are using to see if any are having an impact. If you locate any cause, feel free to reply here as it may help others.

this is a new server from my friend, they are default epoch survival with not others mods..
*in a different VPS http://www.gametracker.com/server_info/67.211.45.12:2302/ and are also 0/40 all the time... anything is really wrong with gametracker detection in new servers
