Hello.

Servers can be added on http://www.gametracker.com/servers/
If a server is banned, it will notify of you of that. If it is banned and you are the owner of the server, you can request it be unbanned on http://www.gametracker.com/forums/forum.php?site=1&thread=75205 If it qualifies, it will be unbanned. If it doesn't, it will never be.
