Take note of the IP address.

After opening the server page at:
http://www.gametracker.com/server_info/dndj.ms-shadow.ro:27015/

It shows a completely different IP:
Address: 93.119.26.112 Port: 27015 Status: Alive

How is this possible? At first I thought the dns they use changes the IP with each server name change, however after refreshing for more than 15 minutes the info is still the same.

Is it fair for me to get both account and several IPs blocked without any warning, while romanians continue to copy our servers and steal players with no punishment whatsoever?

That is most likely just a bug.

However, it is completely different than yours. We also have no need to warn for obvious infractions.

In terms of people copying your name, please have your lawyer submit the appropriate legal documents proving that you own rights to the usage of certain text. Contact is in the TOS.
