its saying it cannot scan my server because its Private even though I don't know how to make it private

My server ip Address is 192.168.0.10 My server port and 2302 and my client port is 2303

GameTracker does not scan from within your network, therefore it is impossible to use your local network IP. If you are not aware of what your public IP is, feel free to navigate to www.whatismyip.com or a similar website from the same system.
