Hello

First you need open hlds and you must open port27015 on your router and you need check your firewall.

If you have a static ip you won't have problems, if you have a dynamic ip you need use a DNs service after you do that you need test if your server are available to connect from internet
Use check Port sites after this test you need only add your server and your open port on game tracker or your DNs name used.
