my cs 1.6 server are showing down but my server is running

The servers are not found using HLSW at the IP address 103.76.3.74 being resolved for the domain name cs.skworld.net
You appear to have changed the IP address for the dns name. It will take time for the dns IP change to propagate and for Gametracker to recognise the change.
