There is no help.

There are only two ways that someone can claim a game server here.
1) They have the rcon password and have temporarily changed the name legally to claim it
2) The owner of the server has changed the name and has not claimed it.

Assuming that you own the server and have the rcon password - both of these are your responsibility.

1) Never share your rcon password
2) Never change the server name to include "GameTrackerClaimServer" until you are ready and able to claim it.

Just to be clear - the current owner took ownership in November 2020.
Not exactly 'stealing'.
