Yes it still happens occasionally.
Usually by the time I have looked the 'problem' has gone away.
This is not unique to CS. I have seen it occur on Q3 where the queries have been settled for years.
Occasionally have bots not seen as bots.
It normally turns up correct after a new GT scan or a map change.

i mean since few years it never happened but currently as now it says

Current Players: 25 / 32
Current Bots: 7
Average (past month): 32

yes i will wait for GT scan or map change to make correct changes automatic. It is not or concern but due to the players not couting might affect overall ranking may be .

Yesterday the sv was not scanning , it does when it wishes and now this . same old thing is coming back?
