I have noticed that CS2 servers that are full or close to full appear as offline on gametracker. I believe this is due to the a2s players query timing out after a certain playercount. I do not know the specifics but I do know that I had to drop the playerlist query entirely in my discord bot, other sites that track cs2 servers also do not show the playerlist above a certain playercount (around 50-55).
