It says: "Gametracker could not scan the server."

This server has been successfully added to other tracking websites. The server is online and joinable. No firewall is blocking Gametracker.

This is a problem with Gametracker and Gametracker only.

As I've already said:
1. It is not offline
2. The connection information is correct
3. The query is not being blocked on the network
4. Every other tracking site has successfully added the server:

This is an issue exclusive to Gametracker.

There are currently over 400 Garry's Mod servers being scanned by GT.
There are currently over 250,000 total servers being scanned by GT.

It is therefore logical to assume that if a single server will not add then it is the game server at fault.
This could be for reasons beyond our collective control such as failed / failing router(s) between GT and your host.

I strongly suggest that you go through the link I posted My server will not add or shows as down, what should I do? step by step.

If your server still fails to add then I suggest network monitoring software to ensure that queries from the scanning servers listed in the link are reaching your host.

NB Being added to other monitoring sites is no guarantee of being able to add your server to GT.
GT is compatible with over 100 game types and as such will, for good reasons, do things in slightly different ways to most other tracking sites.
