There is a (?) button next to the claim button. Follow the instructions and it should work. You need to temporarily change the name to GameTracker in order to claim it.

Your server doesn't appear to have permissions set up properly. You can use this guide to diagnose the issue yourself http://www.gametracker.com/games/ts3/forum.php?thread=42258 You should be able to find others who have experienced the same issue or documented that issue at the teamspeak.com forums.
