Do you run a firewall? That is the most common issue that users run into. It needs to be configured properly to allow GT to scan the server on that port. If you have a router, it may also have a built in firewall.

I noticed the IP is from an RO host. I believe there is an RO host that blocks all foreign traffic, unfortunately. If you are a customer of them, there is not really any way to get it to scan unless they change their rule.
